No. The D12 is for pre-investment activities (research, meetings, surveys). You cannot work as an employee or start selling products/services until you have established a PT PMA and obtained a Working or Investor KITAS.

One of the best features of the D12 is that it does not strictly require a company sponsor. You can apply with a letter of correspondence or an invitation from a government agency or a private institution that explains your business interest in Indonesia.

Currently, most D12 holders prefer to apply for their Investor KITAS (E28A) once their company (PT PMA) is legally established. While the D12 provides the stay permit to prepare the company, the transition to a KITAS usually involves a new application once the NIB (Business ID) is ready.
